SPRINGFIELD -- A spokeswoman says Gov. Pat Quinn may look elsewhere to help make up the $112 million he believes his court-stalled push to lay off some 2,600 state workers would have saved.

But a watchdog considers the planned layoffs little more than a symbolic drop in the bucket in a state billions of dollars in the red and adds that Quinn may have few options other than a tax increase.

A southern Illinois judge on Monday issued a preliminary injunction sought by the American Federation of State, County and Municipal Employees to block Quinn's proposed job cuts. And Quinn says the state will appeal.

Ralph Martire of the Center for Tax and Budget Accountability says there's little fat that can be trimmed in the state's payroll. He says a "thoughtful" tax increase may be in order.
